Deepfake and AI-synthesized media are no longer a hypothetical threat. In the first half of 2024 we have seen low-cost, high-impact uses of synthetic audio and video aimed at voters, public officials and private firms — the pattern is clear: scale, speed and realism are increasing and defenses are still catching up.
The most visible U.S. example this year was an AI-generated robocall that mimicked President Biden and was used to tell targeted New Hampshire voters not to vote in the primary. The call reached thousands and prompted criminal investigations and proposed FCC enforcement. The recording was reportedly produced in minutes using commercially available voice-cloning tools, which is exactly the point: the barrier to creating convincing synthetic audio is now extremely low.
This threat is not limited to civic manipulation. In a high-dollar fraud case a multinational engineering firm was deceived during a video conference by deepfaked senior executives, producing transfers totaling roughly $25 million before the scam was discovered. Criminals combined voice cloning, fabricated video and social engineering to bypass standard suspicions. That incident moved deepfakes from an abstract risk into a concrete corporate loss model.
Outside the United States, manipulated media has already been used to escalate geopolitical tensions and distort campaign messaging. In April 2024 a fabricated audio clip attributed to the Philippine president urged military action and was widely debunked by officials. In Europe researchers and platforms flagged engineered accounts and AI-produced clips that impersonated public figures or invented family members to influence voters. These events show how synthetic media can be weaponized to produce both domestic instability and international miscalculation.
Complicating response is the spread of ambiguity. Genuine, institutionally released video can trigger deepfake conspiracy theories and rapid online doubt. High-profile examples this year demonstrate that even authentic content may be treated as manipulated, which multiplies the reputational and operational load for election officials and public communicators who must both debunk fakes and reassure the public about real content.
Regulatory and enforcement tools are beginning to close gaps, but they lag the technology. The Federal Communications Commission clarified in February 2024 that AI-generated voices on robocalls fall under existing rules governing prerecorded or artificial voices, giving regulators a basis for enforcement against malicious calls. That is useful, but it is only one piece of a larger puzzle that includes carriers, platforms, law enforcement and election administrators.
What this means for election security and national resilience is straightforward and actionable:
- Assume synthetic media will be used. Prepare for localized, high-impact pieces of content that arrive with little attribution and rapid spread.
- Harden verification channels. State and local election offices must establish pre-designated, out-of-band verification points (phone lines, SMS short codes, signed posts on official domains) that are widely publicized well before controversies arise.
- Pre-bunk and message early. Campaigns and public offices should run rapid-response playbooks that include authoritative short statements, multimedia proof-of-life (time-stamped video from secure channels), and a rotation of spokespeople ready to counter false clips.
- Platform and ad enforcement. Social platforms must prioritize disclosure requirements and ad review for content that uses a political figure’s likeness. Paid amplification of synthetic content should be treated as a higher-risk vector and blocked or labeled until verified.
- Telecommunications and financial controls. Carriers and payment systems need stronger authentication and rapid takedown processes. Corporations must require dual approval and out-of-band confirmation for any high-value transfer requested during atypical meetings.
- Invest in detection and forensics, but do not rely on them alone. Automated detectors provide useful triage. Human review and pre-established trust networks are still the decisive elements in stopping a live operational deception.
Operational priorities for the next 90 days: run tabletop exercises that simulate a synthetic-video smear and an AI-voice robocall, update external communication templates and verification pathways, harden treasury procedures against C-suite impersonation, and coordinate with regional platform safety teams to pre-authorize emergency content takedowns.
Bottom line: adversaries and opportunistic criminals are moving from experimenting to operational use. The technology that makes these attacks possible is out in the open and inexpensive. That means the defense has to be procedural, not aspirational. Build processes, train teams, and assume the next convincing fake will arrive in the news cycle tomorrow.
