The risk picture is simple and getting worse. Adversaries are weaponizing artificial intelligence to scale reconnaissance, automate social engineering, and accelerate exploit development. That combination turns low-cost, high-volume nuisance attacks into operations capable of making serious inroads against critical infrastructure if defenders do not adapt.
This is not hypothetical. Throughout 2024 we saw targeted operations that used AI themes to get to people first and systems second. A highly focused campaign in May used a remote access trojan delivered by AI-themed lures aimed at U.S. AI experts. The technique is straightforward: use subject matter relevance to reduce suspicion, then execute commodity tool chains to gain persistent access. If the target is an OT vendor, utilities subcontractor, or research lab, the intelligence payoff for the attacker is enormous.
Government guidance is clear and unanimous. Multiple national cyber agencies have published joint guidance and operational-level recommendations for securely deploying and defending AI systems. These documents are not academic exercises. They identify the same three failure modes defenders must harden against now: attacks using AI to plan and scale attacks, attacks against AI systems themselves, and design or implementation failures that produce unexpected outages or unsafe behavior in operational environments. The guidance expects organizations responsible for critical infrastructure to integrate AI risk into their normal cyber hygiene and resilience programs.
What that means on the ground is concrete and immediate. For critical infrastructure operators and their suppliers the baseline is not optional: patch aggressively, segment networks between IT and OT, enforce strong identity and multifactor controls, and assume compromise of corporate credentials will lead to OT targeting. But AI changes the calculus for how fast and how convincingly attackers can execute exploits and social-engineering. Defenders must close the time gap between detection and containment. Invest in detection telemetry that covers the full kill chain, including email and identity telemetry, and fund 24/7 triage for alerts tied to privileged access. Beyond the basics, treat AI-enabled threats as a new class of operational risk. Three practical actions matter most:
1) Red-team AI-enabled campaigns now. Run tabletop and live red-team exercises that explicitly include AI-generated phishing, synthetic voice vishing and automated vulnerability discovery. Use realistic threat emulation rather than generic phishing templates. Put the simulation results into prioritized remediation plans and then fund those plans. The government guidance expects red teaming and supply chain scrutiny as part of secure AI deployment.
2) Harden AI assets and pipelines. Models, training data, and inference endpoints are high-value targets. Apply least privilege to model access, validate and monitor inputs for prompt injection or poisoning, and isolate development and production workloads. Where AI supports operational technology, enforce strict change-control and fail-safe defaults so an AI malfunction cannot create an unsafe OT state. Academic work on zero trust frameworks for GenAI attacks in power systems shows how domain-specific controls and continuous verification reduce tail risk. Implement those domain-specific mitigations now for high-risk sectors.
3) Accept that commodity AI tools are in adversary hands. Criminals and low-skill operators are already experimenting with purpose-built models and jailbroken chatbots for scams and malware development. That lowers the barrier for sophisticated social engineering and speeds exploit development. Assume your adversary can generate convincing contextual lures, synthesize caller voices, and draft tailored malware payloads. That requires tougher identity hygiene, routine verification of out-of-band requests for fund transfers or control changes, and logging designed for post-incident attribution and forensic agility.
Policy and resource choices matter. Federal and sector agencies have issued playbooks and roadmaps. Operators should not wait for mandatory rules. Invest now in the people and tooling that can spot AI-accelerated activity. That means more threat hunting headcount, higher-fidelity telemetry across email and identity, contracts with incident response firms that understand OT and AI, and regular supplier audits that include AI risk. The worst time to discover your critical supplier stores model weights, fine-tunes on proprietary telecom data, or exposes inference APIs without authentication is during a live campaign.
Scenario planning must include chained failures. Picture this plausible sequence: an AI-assisted phishing campaign compromises a cloud identity; the attacker uses stolen credentials to harvest API keys from a development environment; those keys grant access to an ML pipeline used by an industrial control supplier; the attacker poisons a model or exfiltrates proprietary control logic; meanwhile social engineering convinces an operator to apply a remote maintenance patch that contains a backdoor. That chain turns an initial identity breach into a cross-domain outage. Protect each junction in the chain and you reduce the chance of catastrophic cascades.
Final point on deterrence and reporting. Public agencies and major vendors have published concrete detection and mitigation guidance. Use it. Share indicators of compromise with sector ISACs and with CISA or your national CERT so response can be coordinated and lessons learned distributed. Time and again the difference between a contained incident and a prolonged outage is speed of information flow and the quality of prepared playbooks. The government guidance and agency roadmaps exist to make that faster.
This is not a call for panic. It is a call for disciplined modernization. Treat AI as an amplifier for threat actors, fund the people and systems that shrink the window between detection and response, and run realistic exercises that force suppliers and operators to prove their controls. If you run critical infrastructure, assume adversaries will use AI against you. Plan accordingly and act now.
