But the alternative is worse. Absent clearer rules and operational discipline, privacy failures will remain an asymmetric tool for attackers and a destabilizing wildcard for defense planners. The sensible option is to design rules that force accountability, resource the defense side of compliance, and preserve narrowly tailored authorities for legitimate national-security work.
